Position Overview

Pew's GR Compliance unit supports lobbying and advocacy projects in jurisdictions across the United States and around the world. Pew is committed to ensuring compliance with all applicable laws and regulations related to lobbying, and the GR Compliance unit is responsible for leading this effort. The unit supports the work of GR staff embedded with Pew's program offices and is responsible for institutional lobbying. The unit reviews all lobbying documents, contracts, and external communications for accuracy and compliance, and prepares regular reports to inform leadership decisions and ensure compliance with relevant laws and regulations.

The Director, Government Relations (Compliance) will be an integral part of the GR department, which is responsible for the collection of all information for and the submission of reports filed with the federal, state, and international agencies related to advocacy expenses. The director will manage the departments compliance system and staff, while acting as a resource to all Pew offices engaged in advocacy to ensure they understand and are in full compliance with applicable laws and regulations. Further, the director will support the broader GR department by advising staff and providing actionable data to managers across the organization on lobbying trends within and outside of Pew.

The Director will report to and work closely with the Senior Vice President (SVP) Government Relations and will be a member of the GR leadership team. The Director will also partner with the Senior Directors for Government Affairs to scope and implement cross-cutting projects for GR and the larger Pew organization.

Located in Pew's Washington, DC office, this position participates in Pews hybrid work program with core days in the office and the flexibility to telework the remaining days. Staff also enjoy four telework flex weeks per year.

Responsibilities

  • In partnership with Pews Legal team, oversee all lobbying and ethics compliance for the organization, ensuring full adherence to international, federal, state, and local reporting requirements. Review and approve all lobbying reports, registrations, authorizations, time entries, and expenses. Maintain robust systems to track and document compliance.
  • Manage and supervise compliance staff, responsible for preparing and filing all Pew lobbying reports at all levels of government. Manage staff maintaining compliance database(s) for activities across Pew including, but not limited to, grants, project funding agreements, contracts, and all other activities subject to lobbying and advocacy regulation. Supervise all other compliance related activities by staff across GR.
  • Provide regular compliance reporting to senior leadership, including real-time dashboards and quarterly reports. Create new reports, systems, and dashboards as needed.
  • Leverage Pews lobbying and advocacy data to better inform Pews work and share recommendations on institutional lobbying and ethics practices.
  • Develop and facilitate training systems on behalf of the GR department for all Pew staff engaged in lobbying, including monthly onboarding training sessions for new hires. Participate in all new vendor education sessions regarding lobbying.
  • Work closely with the legal department to develop guidance and monitor systems for lobbying reports, lobbying time entries, lobbying expenses, and training programs.
  • Partner with programmatic and operational units across the organization to ensure compliance with lobbying and ethics regulations, providing guidance to assist in their development of fully compliant advocacy strategies.
  • Monitor relevant policy developments to ensure timely updates to compliance practices and advise leadership on emerging issues that may affect Pews lobbying or advocacy activities.
  • Complete special projects, including legal research, memorandum and letter drafting, report development, interdepartmental collaboration, and other duties, as needed.

Requirements

  • Generally, a minimum of 10 years of professional experience, five years of which should be with policymakers and their staff. A law degree is preferred.
  • Five years of experience or more managing compliance with federal or state ethics and disclosure laws.
  • Staff, project, and/or consultant management experience is required. Experience managing staff performance and providing career development advice and counsel is preferred.
  • Excellent written and oral communications skills, including ease in communicating complex concepts in a clear effective fashion for a general audience.
  • Recognized ability to meet multiple deadlines by maintaining a high level of organization.
  • Demonstrated strong analytical skills, including the ability to synthesize large amounts of information and to focus quickly on the essence of an issue. A strong commitment to producing measurable results. Experience working autonomously and independently, yet in a cooperative spirit.
  • Strong writing and research skills.
  • Experience with contract management, data-management tools, and a working knowledge of Salesforce a plus.

Minimal travel anticipated.

Salary Range

$178,100 USD - $199,100 USD

The salary range represents a reasonable estimate of the annual salary based on Pews commitment to provide equitable and market-competitive pay. The actual salary offered will take into consideration many factors including but not limited to job-related knowledge, skills and experience, internal pay equity, and business need.
