Systems Architect for Engineering and Operations Location Washington, DC :

This position is a hybrid role.

Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as the Systems Architect for Engineering and Operations for the US Department of Justice (DOJ) Service Desk and information technology (IT) Services for all Civil Division components supported by the Office of Information Technology (OIT). OIT requires support to provide enterprise-level service desk and incidental information technology services in support of OIT's operational requirements. Services include: Help Desk Support, IT Operations Management and Support, Mobile Support, IT Asset Management, Software Development and Support, IT Security Program Support, IT Incident Response and Reporting, Classified Processing, IT Training Services, Laptop Lending Program Support, Application Services Help Desk, SharePoint Support, Litigation IT Travel Support, Reasonable Accommodation Support, Case Information Management System (CIMS), and Civil Online Relativity Application (CORA) Support, and Copy Center Operations. The Civil Division consists of approximately 2,700 personnel primarily located in the Washington, DC National Capital Region (NCR).

The Systems Architect for Engineering and Operations for the DOJ CIV Help Desk and IT Support Services will lead design and architecture for Tier 3 and 4 IT Engineering and Operations Team activities at customer's Washington DC locations with customer coverage hours for team M-F 7:00AM-6:00PM. The candidate will provide technical guidance and leadership for a team providing Tier 3 and 4 support of OIT systems which includes troubleshooting, updating and monitoring systems. The Systems Architect for Engineering and Operations will lead technical operations and maintenance of all network hardware, server infrastructure, storage infrastructure, and addressing any unscheduled downtime as a result of an IT infrastructure problem promptly. The candidate must possess the necessary technical certifications and skills to demonstrate competence in the relevant technical area(s) to ensure that resolution of complex technical issues effectively meets the customer's software and hardware needs. The successful candidate will possess a high level of technical expertise, excellent problem-solving skills, and the ability to work collaboratively in a team environment.

Key Tasks and Responsibilities

Technical Leadership responsibilities:

  • Design and implement complex systems architecture solutions.
  • Analyze system requirements and design solutions that meet business needs.
  • Develop and maintain architectural standards and processes.
  • Collaborate with cross-functional teams to identify and implement solutions that align with business goals.
  • Stay current with industry trends and emerging technologies to recommend appropriate solutions.
  • Troubleshoot and resolve issues related to systems architecture.
  • Provide technical guidance and leadership to junior team members.

Technical Support responsibilities:

  • Ensure all Civil Division IT infrastructure is available 24x7x365 unless scheduled maintenance requires downtime.
  • Maintain all network hardware, including switches, routers, firewalls, load balancers, microwave radios, encryptors, wireless access points, and wireless controllers.
  • Ensure all server infrastructure both physical and virtual is available and remains healthy and up to date.
  • Ensure all Windows servers, Linux servers, and virtual appliances are healthy and up to date on patches and security vulnerabilities remediated in accordance with the DOJ Vulnerability Management Plan.
  • Ensure all storage infrastructure, including storage disk arrays, spinning disks, solid-state storage, controllers, and fiber channel switches, are healthy and up to date on firmware and security vulnerabilities remediated in accordance with the DOJ Vulnerability Management Plan.
  • Troubleshoot any issues escalated to Tier 3 or Tier 4 and remain working on the issue until resolved.
  • Attend and provide information in meetings with the Government as informed by the Government Task Manager (GTM), COR, and/or the CO.
  • Proactively monitor all IT infrastructure to remediate issues before they become service disruptions.
  • Patch systems and remediate vulnerabilities within the windows defined in the DOJ Vulnerability Management Plan.
  • Provide Hourly, Daily, Weekly, Monthly and Annually data capture levels for the Data Center and Infrastructure.
  • Provide written engineering reports detailing any concerns and engineering tasks performed during the week and planned upcoming work.
  • Develop strategic IT implementation plans with Standard Operating Procedures (SOP) which integrate with Civil Division's existing systems and other DOJ components.
  • Schedule engineering tasks based on Government priority and update project schedules.
  • Ensure engineering solutions integrate with Civil Division's existing systems and other DOJ components.
  • Support 24x7 operations, critical problem escalation and resolution.
  • Translate business processes and customer requirements into strategic IT implementation plans.
  • Identify opportunities to improve IT services through performance of gap analysis between current and future state.
  • Provide assistance and participate on new project(s) testing and deployment/delivery.
  • Provide required support to maintain system availability of 99.999%.
  • Schedule and deploy releases and patches.
  • Develop engineering review requests and test the change in the lab, prior to submitting a change for engineering review.
  • Follow the established process for implementing any changes to the production environment, to include providing recommendations for changes as needed and submitting a request to the Change Control Board (CCB) for review and impact analysis.
  • Integrate any technology changes and upgrades as approved by the Configuration Control Board (CCB) to meet user requirements and maintain operational currency of IT systems and networks.
  • Process, categorize and assess system activities, validating that changes are tested and controlled, and unplanned services disruptions are avoided.

Job Requirements:

Education & General Experience

  • Bachelor's or Master's degree in Computer Science, Engineering, or a related field.
  • 10+ years of experience in IT operations and engineering.
  • At least 5 years' experience designing and implementing complex systems architecture solutions.
  • Excellent knowledge of systems architecture principles, including networking, storage, and security.
  • Strong experience with cloud technologies, including AWS, Azure, or Google Cloud.
  • Familiarity with DevOps methodologies and tools.
  • Strong understanding of enterprise application integration.
  • Excellent problem-solving skills with the ability to troubleshoot complex issues.
  • Excellent verbal and written communication skills.
  • Ability to work in a team environment.

Certifications and Specialized Experience

Must have or obtain within the first 90 days of starting employment:

Required Certification(s) and specialized experience.

  • Current Microsoft 365 Certified: Enterprise Administrator Expert with experience implementing and troubleshooting Windows, Active Directory, Microsoft SQL, Exchange/Office 365, Certificates and smart cards, and supporting services including DNS, DHCP, OS patching - Microsoft Endpoint Configuration Manager (ECM), monitoring systems including Infoblox and certificate authorities to support the enterprise messaging system which is hosted by Microsoft's Office 365 cloud offering.

-AND/OR-

  • Current VMware Certification such as VMware Certified Professional - Data Center Virtualization (VCP-DCV) with experience implementing and troubleshooting VMware vSphere /6.x/7.x, Horizon View 7.x/8.x to support virtual infrastructure.

Other Desired Certification(s) and specialized experience is a plus.

  • Current Cisco Certification to include CCNP Data Center/Routing and Switching/Security/Wireless certifications with experience implementing and troubleshooting core/closet switches, microwave wireless technologies, WiFi implementation, firewall rules, WAN connections and load balancers.
  • Current storage area network certification to include EMC Storage Administrator and SNIA Certified Storage Engineer certifications with strong experience implementing and troubleshooting storage area networks. This should include implementing and zoning fiber channel switches, network attached storage devices, Microsoft NTFS permissions, file access auditing systems, SAN controllers, disk shelves, configuring data progression, deduplication, site replication, provisioning volumes, and support of backup and disaster recovery.
  • One of the following certifications: Microsoft 365 Certified: Messaging Administrator Associate; Microsoft 365 Certified: Teams Administrator Associate; Microsoft 365 Certified: Security Administrator Associate
  • Experienced with scripting languages such as PowerShell, MSDOS Batch, VBScript or JavaScript; experienced with programming languages such as C#, Java, and Python. Experienced with HTML, CSS and PHP.

Security Clearance

  • An active Top Secret Tier 5 (SSBI) is required. Must be able to obtain TS/SCI.

  • May require local travel to customer sites.
  • This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.

  • Potential continental US travel to other customer locations, if required
